This discussion paper was prepared by the member countries in 27 August, 2013.

I. JUSTIFICATION FOR THE PROJECT IMPLEMENTATION

Extending the use of renewable energies in order to reduce the dependence on fossil fuels, improving the energy safety and the research activities on frameworks of a future energy system with low-carbon growth, is a goal shared by all Group of Fifteen (G-15) member countries. Each State wishes, inter alia, to :

  • Ensure the sustainability and the diversification of its production systems and energy consumption ;
  • Meet the challenges arising from unpredictability and fluctuations which are typical of the current oil markets but also influenced by climate change.
  • Identify sources of financing for future projects, improve the availability of information and speed up investments in the renewable energies sector.
